Formed in 2002 the Jefferson Morgan Regional Council of Governments (JMRCOG) was formed in part to serve as the regional planning entity for the Greene County communities of Clarksville Borough, Jefferson Borough, Jefferson Township, Morgan Township and Rice’s Landing Borough as well as undertake a number of other governmental initiatives.
The JMRCOG engaged in the first Multi-Municipal Comprehensive Plan in Greene County, which was adopted in 2005. Among other things, the plan recommended that the municipalities continue their partnership to preserve their rural character while accommodating growth that will provide tax revenue and jobs close to home. Subsequently, in August 2008, the JMRCOG communities enacted the County’s first ever Multi-Municipal Zoning Ordinance.
Sound planning has resulted in cost savings as a result of shared services, purchases, materials, equipment and Regional code enforcement.
